All nine provinces and two territories have their own unique Provincial Nominee Programs.

Provincial Nominee Programs

The Provincial Nominee Program (PNP) enables Canada’s provinces and territories to nominate individuals for permanent residence based on their ability to support the local economy and their genuine intent to settle in that region. Each province and territory has tailored immigration streams targeting various groups, including skilled workers, international graduates, entrepreneurs, and semi-skilled workers.

These unique PNPs are effectively used by provincial and territorial governments to attract candidates who meet specific labor market or investment needs. Applicants must demonstrate a clear intention to reside in the province or territory they are applying to. Once nominated, the candidate receives a nomination certificate, which must be included with their application to Immigration, Refugees and Citizenship Canada (IRCC) to apply for permanent residency.

Express Entry Process:

1. Check Your Eligibility

  • Ensure you meet the eligibility criteria for the PNP of the province or territory where you wish to live.
  • Confirm that you qualify for one of the three federal programs managed through Express Entry (Canadian Experience Class, Federal Skilled Worker Program, or Federal Skilled Trades Program).

2. Get a Nomination

  • Create an Express Entry profile and indicate your interest in the provinces and territories you prefer.
  • Provinces and territories may review your profile and send you a “notification of interest” if they believe you fit their criteria.
  • Contact the province or territory and apply for a nomination based on their specific stream requirements.

3. Update Your Express Entry Profile

  • If you receive a nomination, update your Express Entry profile to include the nomination.
  • You will be awarded 600 additional CRS points, significantly improving your chances of receiving an Invitation to Apply (ITA) for permanent
    residence.

4. Apply for Permanent Residence

  • Wait for an ITA from Immigration, Refugees, and Citizenship Canada
    (IRCC).
  • If you receive an ITA, submit your application for permanent residence online through the Express Entry system

Non-Express Entry Process:

1. Check Your Eligibility

  • Confirm that you meet the eligibility requirements for the PNP of the province or territory where you want to live.

2. Get a Nomination

  • Apply directly to the province or territory for a nomination based on their specific stream and criteria.

3. Apply for Permanent Residence

  • Once nominated, apply for permanent residence online through the provincial nomination process.
